Toolkits provided through SC-SIC are meant to be a reference guide for a specific action or duty your SIC must complete in order to comply with state law.

SIC Report to the Parents Toolkit

Each SIC is mandated by state law to write and distribute the Report to the Parents by April 30th of each year.

This provides an excellent opportunity to share your school's successes with the community as you report on the progress made with the school improvement plan. Be creative and use the Report to the Parents as a special marketing tool all year long!

Share a PDF of your Report to the Parents across the world by uploading it to the SC-SIC Member Network! Only SC-SIC Member Network account-holders (the school's principal, a designated staff member and/or a district-level user) may upload the Report.

SC-SIC asks that your Report be uploaded to the Member Network by June 1.

Instructions for uploading SIC Report to the Parents to the Member Network:

Step 1: SC-SIC Member Network account-holders (school principal, a designated staff member and/or district-level user) must log into their account on the Member Network.

Step 2: Click the large yellow Report to Parents button.

Step 3: Click the large yellow Add Report button.

Step 4: Select the year for the Report you are uploading from the school term drop-down box.

Step 5: Use the browse button to navigate to the PDF of the Report located on your device.

Step 6: Click submit.

If you have any difficulty uploading your Report, the file may be too large in size. In order to fix this problem, use a site such as ilovepdf.com to compress the file and reupload.

Please note: Uploading the Report to the Member Network alone does not satisfy statutory responsibility. You MUST still distribute the Report among your community.

Each school may upload one PDF version of their Report each year. Schools are encouraged to take this opportunity to tell other SICs what they have accomplished.

The Reports to the Parents are viewable on the SC-SIC Member Network's public, read-only view.

SC-SIC loves to see creative Reports! Each year a Report is recognized with the Report to the Parents Excellence Award. Reports that earn this honor are aesthetically pleasing, include information pertaining to your SIC, as well as information your school community might like to know. Each year, Reports from the previous school year are read over and a winner is selected!

SIC Bylaws Toolkit

Bylaws are a set of written rules that members of an organization agree to follow in running their organization. Every SIC should have a current set of bylaws that have been approved by the membership and is consistent with state law.

SC-SIC has created a set of sample bylaws that meet all state requirements and include SC-SIC recommended practices. If an SIC doesn’t have bylaws or can’t locate them, it can modify and adopt the sample bylaws. An SIC can also choose to write their own bylaws from scratch. If it does so, however, they must submit the bylaws to SC-SIC for review before they take effect to ensure their provisions do not conflict with state law.

The files below explain in detail how to adapt SC-SIC’s sample bylaws. The guide for Elementary and Middle School is different from the guide for High Schools, so ensure you are selecting the correct school when referencing.

Your SIC is not required to use any particular format for parent nomination forms and ballots. These are simply examples that have been adapted from materials actually used in an SIC middle school parent election. SICs are welcome to substitute their own school name and election information on the sample nomination form and ballot and use them in their parent elections.

Sample Parent Candidate Statements (PDF)

One way to get more parents interested in voting for their SIC representatives is to provide parents with information about each candidate.

You can do this by asking all of the parent nominees to write a short paragraph about themselves and why they would like to serve on the SIC. SICs can print the statements on the reverse side of the ballot sheet or on a separate sheet for voters to pick up with their ballot. Asking candidates to provide a photo helps voters connect the name on the ballot with someone they might recognize from their school community.

If your SIC decides to college and publish candidate information, make sure to give each candidate a fair chance to respond. If you don’t receive a response to your first request, check their contact information or try contacting them in a different method.

To avoid the appearance of favoritism, list candidates alphabetically in addition to treating all candidates fairly.

If after your best efforts you still have not received information from one or more candidates, you may still want to go ahead and publish the information received from other candidates. You may want to consider including a statement letting parents know that your SIC made the same invitation to all candidates and is publishing all of the responses received.
